Umahi Presents N139bn 2023 Budget to State Assembly





Governor David Umahi of Ebonyi State has presented the budget estimate of
N139 billion for the 2023 fiscal year to the state House of Assembly for consideration.

The appropriation bill was tagged  "Budget of Divine Mandate Consolidation and Continuity (C to C).

Umahi explained that the 2023 budget proposal is 4.13% less than the 2022 original budget and it is aimed at addressing the challenges observed so far in the implementation of the 2022 original budget.

The governor said that his administration would implement 41.67% while the next would implement 58.33% of the budget.

“The budget estimate is a total of One Hundred and Thirty-Nine Billion, Three Hundred and Ninety-Eight Thousand, Two Hundred and Eighty Thousand Six Hundred and Forty Naira, only (N139,398,280,640.00)”.

“This consist of a Recurrent Expenditure of Fifty-Eight Billion, Three Hundred Sixty-Seven Million, Seven Hundred Seventy-Four Thousand Four Hundred and Sixty-Eight Naira (N58,367,774,468.00) covering 41.87% of the total budget”, Umahi said.

“Personnel  cost is Twenty-Six Billion, Eight Hundred, Ninety-Four Million, Three Hundred, Eighty-Four Thousand Four Hundred and Sixty-Eight Naira (N26,894,384,468.00) covering 19.29% of the total budget”.

“Overhead cost is Thirty-One Billion, Four Hundred Seventy-Three Million, Three Hundred and Ninety Thousand Naira (N31,473,390,000.00) covering 22.58% of the total budget”.

“The Capital expenditure of Eighty-One Billion, Thirty Million, Five Hundred Six Thousand, One Hundred and Seventy-Two Naira (N81,030,506,172.00) covering 58.13% of the total budget estimate”.

He said that the proposed budget would feature the commencement of the setting up of the two universities of ICT University at Oferekpe, Izzi and the Aeronautical University at Ezza.

According to him "When fully established, the Aeronautical University will be able to train and certify airport managers, aircraft engineers and so on. While the ICT University will likewise aid a revolution of information technology in the State and the country at large". 
Others include: "Development of new Housing units for Civil ServantsGratuity, pension, loan repayment and payment of contractors’ retention fees.Soft loans to small and medium-scale farmers under the EB-CARES program"

"Appointment of 100,000 to 500,000 Ebonyians as liaison officers for community environmental services and security vigilantees.Assistance to 140 Communities for Community Development Projects"

"Continuous renovation of our Primary, Secondary and Tertiary Institutions and equipping themStrategic partnership with UBEC for infrastructure and equipment to our Primary and Junior Secondary Schools"

"Training of teachers and employment of more teachers.Development of strategic infrastructure in EBSU and Ikwo College of Education Intervention in DUU Teaching Hospital on equipment, infrastructure and hiring of specified experts to assist in developing our centers of excellence Partnership with World Bank on RAAMP Implementation.Completion of the ongoing 198km Ring Road."

"Completion and deployment of the AirportCompletion of our new StadiumDevelopment of Abakaliki internal roads and 13 L.G.A internal roadsDualization of Major Federal and State highways in the state.Aggressive development of Agriculture, small business and mining.Completion of all ongoing projects.Development of independent power to revolutionize industries in the State.Construction of roads, bridges and flyover".

"Enhanced welfare packages to our Civil and Public ServantsEmpowerment of over 100,000 Ebonyians in Ministry of Human Capital development".
