Senate passes Senator Nnachi's bill for Establishment of FMC, Owutu Edda

A bill for the establishment of  Federal Medical Center, Owutu Edda, sponsored by Distinguished Senator Michael Ama Nnachi, Ph.D,  Senator representing Ebonyi South Senatorial district has passed final reading and now waiting executive accent.

Recall that the bill was read the second time last year and referred to the Committee on Health, Secondary and Tertiary, to report back to the Senate.

Also, the Public Hearing of the bill which sought to get inputs and contributions of relevant stakeholders on the bill, for its smooth passage into Law was held on 24th June 2021 by 11am by the Senate Committee on health.
 
During the plenary held yesterday Chairman Senate Committee on Health (Secondary & Tertiary) Senator Ibrahim Oloriegbe presented the report for consideration.

Senator Ibrahim Oloriegbe moved that the Senate do receive and consider the Report of the Committee on Health (Secondary & Tertiary) on the Federal Medical Centre Owutu-Edda (Establishment) Bill, 2021 (SB. 295), while Senator Degi-Eremienyo Biobamakuma seconded, before the report was laid by Senator Olorigbe.

In his presentation, Senator Oloriegbe said every Bill needed to be backed by an enabling law and the establishment of the institution was informed by the need to bridge the existing gap between secondary and tertiary health in the state.

Senate resolved into Committee of the Whole to consider the report.

Senate in the Committee of the Whole considered Clauses 1-28 as recommended, Schedules as recommended, Interpretation as recommended, Explanatory Memorandum as recommended, Short and Long Title as recommended.

Thereafter, Senate reverted to plenary to report progress.

The Senate in Plenary approved Clauses 1-28 as recommended, Schedule as recommended, Interpretation as recommended, Explanatory Memorandum as recommended, Short and Long Title as recommended.

Consequently, Federal Medical Centre Owutu-Edda (Establishment) Bill, 2021 (SB. 295) was read the Third Time and  has PASSED!
